To ensure your strap is connected, you'll have a flashing heart icon on the top of the watch face when you select the run app. This heart icon will go solid once the strap is connected. If there no heart icon, the watch isn't detecting the strap and is using the oHRM by default. I hope this helps.

once I finished my work out and turned off the edge and turbo trainer the fenix started reading closer to actual heart rate, there are no other sensors attached to the fenix 7. the connect app shows my max heart rate for the day at 134. the max for the activity was 174. what is stopping the fenix just reading heart rate like the instinct used to?

Heart rate zones are based on percentage, not BPM. The only BPM measurements you need are max heart rate, lactate threshold, and resting heart rate to do heart rate training. You can do a little math and adjust your zone percentages accordingly.

I am having a very similar issue with Fenix 6 Pro. Optical sensors stop working at night (or at random during a day). Official dealership cannot help as they do not replicate the problem. Your solution did not work for me. Very frustrating as the watch is only 2 months old :(
If a heart rate higher than your currently set maximum is identified and passes a reliability threshold, your personal maximum heart rate is updated on the device or in the Garmin Connect app. This feature can be turned on or off in the Physiological Metrics -> Auto Detection menu of the device.
There’s an IQ data field called Auxiliary Heart Rate that does just what you’re looking for. The caveat is that the strap needs to be ANT+ not BT. You’ll have to turn off the connection to the watch, or unpair completely, and enter the ANT+ ID in the setting for the data field to get it to work.
